            "content": "AN\nACT\nTo protect the livelihood of urban street vendors and to regulate street vending and for matters connected therewith or incidental thereto.\nWHEREAS, Clause (a) and (b) of Article 39 of the Constitution of India provides that the State shall, in particular, direct its policy towards securing-\n(a) that the citizens, men and women equally, have the right to an adequate means of livelihood; and\n(b) that the ownership and control of the material resources of the community are so distributed as best to subserve the common good;\nAND WHEREAS, a large population of the State of Bihar lives below poverty line and the State Government is not in a position to provide public employment to everyone, as a result of which they legal or otherwise, adopt self employment for their livelihood;\nAND WHEREAS, street vendors constitute an important segment of self employed population in the urban areas;\nAND WHEREAS, it is considered necessary to protect the livelihood of urban street vendors and to regulate street vending so as to ensure dynamic and smooth flow of traffic and to prevent congestion on the streets;\nBE it enacted by the Legislature of the State of Bihar in the Sixty-third year of the Republic of India as follows:-",

Constitution of Town Vending Committee.- (1) The State Government may, by notification, constitute a Town Vending Committee in each local authority.\n(2) The Town Vending Committee shall consist of the following members, namely:-\n(a) The Municipal Commissioner or Chief Executive Officer of the local authority, who shall be the ex-officio Chairman;\n(b) Representatives of the local authority, medical officer of the local authority, planning authority, traffic police and police department;\n(c) Representatives of street vendors, who shall not be less than forty percent of the total members of the committee, elected from amongst themselves in such manner as may be prescribed;\n(d) Representatives of non-governmental organizations, community based organizations and associations of consumers or residents.",
