            "title": "Section 2. Amendment of Section 6 of Assam Act XXIV of 1968",

In the principal Act, in section 6, for sub of Assam section (2) of Assam, the following shall be substituted, namely:-\r\n\"(2) Subject to the above provisions, the State Government may direct that the University shall reserve seats in the Colleges for any other category of\r\nstudents in addition to the scheduled castes and scheduled tribes of the\r\nState or candidates from other States in India.\"",

            "title": "Section 4. Amendment of Section 10 of Assam Act XXIV of 1968",

            "content": "In the principal Act, in section 10, in sub of section (2) - \r\n(a) for clause (b), the following shall be substituted, namely:-\r\n\"(b) Three Secretaries to the Government of Assam in the Departments to be\r\ndecided by the State Government\".\r\n(b) the clauses (h), (i) and (j) shall be substituted, namely:-\r\n\"(h) One representative of teachers to be selected by rotation from various\r\nfaculties by the representatives of teachers\r\n(i) Pro-Vice-Chancellor/or the Seniormost from amongst the Deans/Directors;\r\n(j) A representatives of Indian Council of Agricultural Research\".\r\n(c) For sub-section(4), the following shall be substituted, namely:-\r\n\"(4) The terms of office of teachers and other non-official members shall be\r\nfor a period of two years and three years, respectively and the membership of the M.L.As shall be coterminus with the tenure of the Legislative Assembly\r\nto which they are elected.\"",

In the principal Act, after section 13, the following new sections shall be inserted, namely :-\r\n\"13 A (1) The Research Advisory Committeeshall consist of the Vice-Chancellor as Chairman, the Director ofResearch as member-Secretary,\r\nthe Pro-Vice-Chancellor, the Deansof Colleges, Director of PostGraduate studies, Associate Directors of Research and Extension,the Director of Extension, theDirector of Agriculture, the Director of Fisheries, Chief Conservator of Forests, Chief Engineer of Irrigation and the Director of\r\nVeterinary and Animal Husbandry as members. The Vice-Chancellor may co-opt any other members to secure adequate representations of different fields of Agriculture:\r\n(2) Powers, functions and duties ofResearch Advisory Committee shall\r\nbe to advise the Vice-Chancellor regarding :-\r\n(a) allocation of fund for Research;\r\n(b) conditions for accepting grants;and\r\n(c) other matters affecting the research programme of the University.\r\n\" 13 ? (1) Extension Education Adviscry Committee shall consist of the\r\nVice-Chancellor as Chairnan, Director of Extension Educations\r\nas Member Secretary, Pro-Vice- Chancellor, the Deans of the Colleges, the Director of Research. Director of Agriculture, Director of Animal Husbandry & Veterinary, Director of Panchayat and C.D., Director of Public Instruction as other members.\r\n(2) Powers, functions and duties of Extension Education Advisory Committee shall be to advise the Vice-Chancellor regarding:-\r\n(a) the co-ordination of University Extension Education Programme with the State National Programme;\r\n(b) the allocation of funds for Extension Education works; and\r\n(c) ways and means of increasing the effectiveness of University's Extension Education Programme”.",

            "title": "Section 9. Amendment of Section 19 of Assam Act XXIV of 1968",

            "content": "In the principal Act, in section 19-(a) for Sub-section (1), the following shall be substituted, namely:-\r\n\"(1) The Vice-Chancellor shall be a wholetime officer of the University. The first Vice-Chancellor after the commencement of this Act shall be appointed by the Chancellor for a period not exceeding five years and on such terms and conditions as the Chancellor may determine. Subsequent Vice-Chancellor\r\nshall be appointed by the Chancellor from a panel of at least 3 names to be\r\nsubmitted by a Selection Committee consisting of:-\r\n(a) The Director General of Indian Couneil of Agricultural Research Chairman\r\n(b) One eminent Agricultural Scientist or Educationist nominated by the\r\nBoard-Member.\r\n(c) A nominee by the State Government-Member;\"\r\n(b) For sub-section (5), the following shall be substituted, namely:-\r\n (5) In the temporary absence of the Vice Chancellor, the Pro-Vice-Chancellor, or in his absence, the Senior-most Officer amongst the Deans of Faculties and/ or the Director of Post-Graduate Studies/ Research/ Extension/ Education shall temporarily carry on the duties of the office of the Vice-Chancellor. Where the post of the Vice-Chancellor falls permanently vacant either by resignation or otherwise, the vacancy shall be filled by the Chancellor in accordance with the provision of sub-section (1) of this section and the Vice-Chancellor so appointed shall hold office for full term of five years.\r\n",

In the principal Act, in section 21, after sub-section (2), the following shall be inserted as sub-section (3), namely:-\r\n\"(3) If, in the opinion of the Vice-Chancellor, it should be necessary in the discharge of the duties as the Vice-Chancellor, the Vice-Chancellor may recommend to the Board and the Board may approve the Appointment of Pro-Vice-Chancellor. The Pro-Vice-Chancellor, when appointed, shall have such duties, and such delegated powers, and functions as may be prescribed for assisting the Vice-Chancellor to discharge his functions in relation to the academic, administrative or other duties of his office\"",
