Part X (Extra) dated 13-3^1975 page 34-35) \nNo. GS.R. 7 ()~ In exercise of the powers conferred by section B7 of the \nPunjab Reorganisation Act, 1966 (3 L of I9<SG), the Central Government hereby \nextends to the Union Territory of Chandigarh, the Haryana Housing Board Act, \n1971 (Haryana Act 20 of 1971) as in force in the State of Haryana at the date of \nthis notification, subject to the following modifications. \nAn Act to provide for measurers to be taken to dsat with and satisfy the \nneed of housing accommodation. ..... \nBe ft enacted by the Legislature of the State of Haryana in the Twenty-\nsecond year of the Republic of India as follows : \n'[Statement of Objects and Reasons \nNext to food and clothing, housing is the hasic necessity of mankind. The \nhousing problem has become serious on account of the phenomenal increase in \npopulation. Rapid industrialisation has led to the congestions in urban areas. The \nconcentration of almost all industries in urban areas and the comparative high \nwages paid to the factory workers coupled with the lack of sufficient opportuni\nties in the rural areas have resulted in a large scale shift of population from vil\nlages. With the object of easing the housing problem by constructing more houses \nand raise Standards in the types of houses, the State Government have been imple\nmenting various housing schemer'sponsored by the Government of India. Under \nthese schemes financial assistance in the shape of loans as well as grants is given \nto the employers, local bodies, individuals, and co-operative societies of individuals \nand industrial workers. The loan with interest at the rate payable to the Govern\nment of India plus 1/2 per centum as administrative charges is recovered in 15/25 \nannual equated instalments. Since the formation of the State of Haryana Rs. 1.57 \ncrorc have been so disbursed. \n2. To tackle the stupendous problem of housing sufficient funds are required. \nThe funds, which are being allocated each year in the plan and out of L.I.C. funds \nare very meager with the result that the problem continues. To meet the increas\ning demands for houses, Government resources alone are not sufficient. To'supple-\nment Government resources It was, therefore, imperative to mobilise additional \nresources oy raising loans and debentures for housing schemes as well as to \nsecure loans out of Central Revolving Fund, which is being created by the Gov\nernment of India with Rs. 200 crores. \n3. With a view to achieve the aforesaid object the matter was considered in \nthe conference of ministers for Housing, Urban Development and Town Planing \nheld at Bangalore from 18th to 20th June, 1969. The consensus of opinion was \n1. Sec Haryana Govt. Gaz. (Extra) 1971 at Pnge 122 \n[ 4S7 ] \n488 Haryana Housing Board Act, 1971 (as extended to Chandigarh) \nthat the statutory State Housing Boards are the best agencies for tentative and \nspeedy implementation of the housings programmes. Accordingly, it is proposed to \nconstitute a Ifaiyana State Housing Ooard- Hence the Haryana Housing Board \nBill, 1971J \n****",
