Every Special Area Development Authority shall have such officers and servant as may be necessary and proper for the efficient discharge to its duties, appointments to the posts of officers and servants included in the State cadre of the relevant cadre of the Development Authority Service shall be made by the State Government and to those posts of officers and servants included in the local cadre of the said services shall be made by the concerned Town and Country Development Authority in accordance with the provisions of Chapter IX-A and rules made thereunder :
