        "content": "All loans and grants under this Act, all interests, if any, charged thereon, all misappropriated, misutilised or unutilised grants made under any agreement expressed or implied or otherwise, and costs, if any, incurred in making or recovering the same, whether before or after the commencement of the Bihar Khadi and Village Industries (Amendment) Ordinance, 1981 (Bihar Ordinance No. 116 of 1981) shall without prejudice to any other remedy provided by law, be recoverable under the Bihar and Orissa Public Demands Recovery Act, 1914 (Bihar & Orissa Act IV of 1914).",
