        "content": "To advise and assist the Board in the discharge of its functions under this Act, the State Government may, by notification in the Official Gazette, constitute an Advisory Council to be called the Bihar Khadi and Village Industries Advisory Council consisting of the Chairman and besides the members of the Board, such number of other members, not exceeding twenty-one as are, in the opinion of the State Government, interested in the development of Khadi and Village Industries.",
