"content": "(a) \"Appointing Authority\" means the Governor of Assam.\n(b) \"Board\" means the Selection Board constituted under Rule 15.\n(c) \"Commission\" means the Assam Public Service Commission ;\n(d) \"Government\" means the Government of Assam ;\n(e) \"Governor\" means the Governor of Assam\n(f) \"Member\" means a member of Assam Technical Education Service ;\n(g) \"Polytechnic\" means the polytechnic including the Girls Polytechnic and the Assam Textile Institute but not including the junior Technical School.\n(h) \"Selection list\" means the list as referred to in Rule 6(1)(e), 13(7) and 14(3).\n(i) \"Service\" means the Assam Technical Education Service ;\n(j) \"Year\" means the Calendar Year.",

"content": "(a) Class I. - It shall include cadres of-\n(i) Director.\n(ii) Principal, Engineering Colleges.\n(iii) Professor, Engineering College ;\n(iv) Assistant Professor, Engineering College ;\n(v) Joint Director/Principal, Polytechnic/Controller of Examination.\n(vi) Workshop Superintendent, Engineering College.\n(vii) Head of Department, Polytechnic.\n(viii) Lecturer, Engineering College.\n(b) Class II. - It shall include the cadres of-\n(i) Lecturer Polytechnic.\n(ii) Workshop Superintendent, Polytechnic, Superintendent Junior Technical School.\n(i) any post equivalent to a post in any of the cadres mentioned in sub-rule (1) ; and\n(ii) any cadre or post laid down by the Government to be include in a cadre of the service.\n(b) The posts of Workship Superintendent in Engineering Colleges as also in Polytechnic shall belong to Mechanical Branch while the post of Superintendent, Junior Technical School may belong either to the Mechanical branch or to the Electrical branch.",

"content": "(1) In the cadre of Director-\nBy direct recruitment in accordance with Rules 6(1) and 18.\n(2) In the cadre of Principal, Engineering College-\nBy direct recruitment in accordance with Rules 6(1) and 18.\n(3) In the cadres of Joint Director/Principal, Poly technic/Controller of Examination/Workshop Superintendent, Engineering Colleges-\nBy promotion in accordance with Rule 12 against the entire strength of the categories of post.\n(4) In the cadres of Professor. Assistant Professors, Head of Department, Polytechnic and Lecturer, Polytechnic-\n(a) By promotion in accordance with Rules 11, 12, 13, and 14 and\n(b) By direct recruitment in accordance with Rules 6(1) and 18.\n(c) The percentage of the strength of each of the cadres to be filled by promotion and by direct recruitment shall be as prescribed hereinbelow :\nName of the cadre\nPercentage of cadre strength to he filled by\nPromotion\nDirector recruitment\n(i) Professor\n75%\n25%\n(ii) Assistant Professor\n75%\n25%\n(iii) Head of Department, Polytechnic\n75%\n25%\n(iv) Lecturer, Polytechnic\n33-1/3%\n68-2/3%\n(5) In the cadres of Lecturer, Engineering College, Workshop Superintendent, Polytechnic/Superintendent, Junior Technical School-\nBy direct recruitment in accordance with Rules 6(1) and 13.\n(6) Subject to suitability as may be decided by the Appointing Authority and also subject to possessing the requisite qualification and experience as a set forth in Schedule II, the incumbents of the different categories of posts included in the cadre of Head of Department in Polytechnic/Workshop Superintendent in Engineering Colleges shall be inter-changeable from one category to other within the cadre. So also the incumbents of the posts of Workshop Superintendent, Polytechnic and of Superintendent, Junior Technical School shall be inter-changeable from the category to another within the same cadre.\n(7) In case sufficient number of candidates are not available for filling all the vacancies in the cadres of Lecturer, Engineering College and Lecturer, Polytechnic in a particular year or years, the Appointing Authority may fill such residual vacancies by temporary transfer or deputation of suitably qualified officers of other Departments of the Government/Government undertakings.",

"title": "6. Direct recruitment.",

"content": "(a) Before the end of each year the Appointing Authority shall make an assessment regarding the likely number of vacancies in each cadre to be filled up by direct recruitment during the nest year and shall intimate the same to the Commission together with the details about reservation for candidates belonging to Scheduled Castes, Scheduled Tribes or any other category as laid down by the Government as provided under Rule 17 and about carry forward of such reservation.\n(b) The Government shall simultaneously request the Commission to recommend a list of candidates for direct recruitment in order of preference.\n(c) The Commission shall make a selection in accordance with the Scheme of selection prescribed by the Government in consultation with the Commission. The Commission may hold such test and/or interview and undertake scrutiny of publications if any, of the candidate and other documents as may be considered necessary.\n(d) The Commission shall furnish to the Government a list of candidates recommended by it in order of preference, found suitable for direct recruitment. The number of candidates in such a list may be approximately double the number of vacancies.\n(e) The Commission shall simultaneously publish the list in the Assam Gazette and at such other place as the Commission may consider proper.",

"title": "11. Recruitment by promotion as Lecturer, Polytechnic.",

"content": "(1) Subject to suitability as may be decided by the Board and by the appointing authority in consultation with the Commission an officer belonging to the cadres of Senior Instructor, Foreman and Supervising Inspector in the Assam Technical Education (Junior) Service and possessing the qualifications as set forth hereinbelow shall be promoted to the cadre of Lecturer, Polytechnic in the manner provided in Rules 13 and 14.\n(2) 33⅓ per cent of the strength of the cadre of Lecturer, Polytechnic shall be filled by promotion subject to availability of suitable candidates ; provided that any shortfall of this reservation due to non-availability of adequate number of suitable candidates in a particular year or years shall be carried forward to the subsequent years.\n(3) A member of the cadres of Senior Inspector, Foreman and Supervising Inspector in the Assam Technical Education (Junior) Service be eligible for promotion as Lecturer, Polytechnic subject to the following conditions :\n(a) he has rendered service in the respective cadre for a minimum period of 3 years on the First January of the year of promotion ; and\n(b) he has successfully undergone the training and passed the Departmental Examination as may be prescribed for the purpose; and\n(c) he possesses the qualification and experience as prescribed for the cadre of Lecturer, Polytechnic in Schedule II.",

Engg. College.\nFirst Class Master's Degree in appropriate\n\t\t\t\tfiled. Doctorate Degree or published work of equal standard\n\t\t\t\tdesirable.\nIn case candidates with First Class M.E. Degree\n\t\t\t\tare not available for the post, candidates having First Class\n\t\t\t\tB.E. Degree in the appropriate branch of Engineering will be\n\t\t\t\tappointed and allowed the usual scale of pay, but they must\n\t\t\t\tobtain requisite qualification of Master's Degree within 5 years\n\t\t\t\tfrom the date of joining failing which they will not be allowed\n\t\t\t\tany increment till they have attained the required qualification.\n6.\nJoint Director/Principal, Polytechnic : Controller of\n\t\t\t\tExamination\nA. For Joint Director-\n(i) Bachelors Degree in Engineering or Technology (or\n\t\t\t\tequivalent), or A.M.I.E. (by examination), or T.T.T.I. Diploma.\n(ii) 15 years experience in Administration/teaching in\n\t\t\t\tEngineering College or Polytechnic or in both of which 5 years\n\t\t\t\texperience must be in administration.\n(B) For Principal Polytechnic ; Controller of Examination-\n(i) Bachelors Degree in Engineering or Technology (or\n\t\t\t\tequivalent) or A.M.I.E. (by Examination), or T.T.T.I. Diploma.\n(ii) 8 years professional and/or teaching experience.\n(iii) Industrial experience preferable.\nC. For Principal, Textile Institute-\n(i) Bachelors Degree in Textile Engineering/Textile\n\t\t\t\tTechnology/ Textile Chemistry.\nOr\n(Sc. with four years Diploma in Textile Engineering Textile\n\t\t\t\tTechnology/ Textile Chemistry.\n(ii) 8 years experience in teaching profession.\n7.\nHead of Department Polytechnic.\n(i) Bachelors Degree in Engineering or Technology (or\n\t\t\t\tequivalent) or A.M.I.E. (by examination, or T.T.T.I. Diploma.\n(ii) Five years professional and/or teaching experience.\n(iii) Industrial experience preferable.\n8.\nWorkshop Superintendent Polytechnic\nFirst Class Diploma in Engineering with 8 years workshop\n\t\t\t\texperience, or Second Class Diploma in Mechanical Engineering\n\t\t\t\twith 10 years workshop experience.\nOr\nBachelors Degree in Mechanical Engineering with at least 5\n\t\t\t\tyears experience in Machine Shop.\n9.\nWorkshop Superintendent, Engineering College\n(i) Degree in Mechanical Engineering or equivalent.\n(ii) At least 6 years experience in Machine Shop in a\n\t\t\t\tresponsible capacity covering production planning estimating\n\t\t\t\tproduction control and control of labour. Teaching experience\n\t\t\t\tdesirable.\n10.\nLecturer, Polytechnic\n(i) At least 2nd Class Diploma plus 3 years Diploma of\n\t\t\t\tT.T.T.I. teaching of industrial experience;\nOr\n(ii) Bachelors Degree in Engineering/ Technology or\n\t\t\t\tequivalent), or A.M.I.E. (by examination).\n(iii) Membership examination of other recognized professional\n\t\t\t\tbodies in the appropriate field are also prescribed as\n\t\t\t\talternative qualification in addition to A.M.I.E\n11.\nSuperintendent, junior Technical School\n(i) (a) Second Class Diploma in\n\t\t\t\tMechanical/ Electrical Engineering.\n(b) T.T.T.I.\n\t\t\t\tDiploma.\n(c) 3 years\n\t\t\t\texperience in teaching / Industry.\nOr\n(ii) Bachelors Degree in\n\t\t\t\tMechanical/ Electrical Engineering.\nOr\n(iii) A.M.I.E. in Mechanical/Electrical Engineering (by\n\t\t\t\texamination), or an equivalent qualification recognised as such\n\t\t\t\tby Government.",
