        "content": "The Cane Commissioner may, after consulting the factory and the council concerned, by order declare any area as the factory zone for the purposes of supply of cane to the factory 1[during five crushing seasons immediately following the date of the order] and may, likewise at any time, cancel such order or alter the boundaries of the area so declared:",
