If here are reasonable grounds for believing that any animal has been is being or is about to be slaughtered for sale in a Municipal area in any place or premises not appointed for such purpose under section 120 or in contravention of any bye-law the Municipality by any person authorised by it in this behalf may at all reasonable times enter into and respect any such place or premises.",
