        "content": "(1) The Authority shall have such officers, employees and other admisnistrative set-up for efficient functioning of the Authoritiy.\n(2) The conditions of service of such officers and employees shall be such as the Government may determine from time to time.\n(3) Till establishment of a permanent set-up, the Authority shall function from the office of the Commissioner, Upper Assam Division and avail the services of the existing staff of the office of the Commissioner, Upper Assam Division.",
