(1) Recruitment to the Service shall be made :-\n(a) by promotion 50%; or\n(b) by direct recruitment 50%; or\n(c) by transfer or deputation of a person already in the service of any State Government or the Government of India; provided no eligible person is available for promotion or direct recruitment.",
