Section 5(1)
No capitation fee other than the fee, shall be collected or received by or on behalf of an institution or by any person who is in charge of or is responsible for the management of such institution from or in relation to any candidate, in consideration of his admission to or continuance in or his promotion of any course to any course of study, in such institution.
