Objective.\n(i) All Users or prospective Users are treated in a non-discriminatory manner\n(ii) Any new or modified connection when established shall neither suffer unacceptable effects due to its connection to State Transmission System nor impose any unacceptable effect on the system of existing Users and new connection shall not suffer adversely due to existing Users.\n(iii) A system of acceptable quality is ensured by specifying the required minimum standards for the design and operational criteria to assist the Users in their requirement to comply with the licence obligations.\n(iv) The ownership and responsibility for all equipments is clearly specified in the \"Site Responsibility Schedule\" for every site, where a connection is made.\n5.3.
