(1) Every person whose name appears in the voters list relating to a constituency
shall, subject to the other provisions of this Act, be entitled to vote, at any election
which takes p1ace in that constituency wh ile the voters list remains in force and
no person whose name does not appear in such voters list shall vote at any such
election.
