        "content": "(1) Notwithstanding anything contained in this Act it shall be lawful for the\nGovernment to issue directions to any Gram Panchayat, Anchal Samiti and Zilla\nParishad, in matters relating to the State and national policies, and such directions\nshall be binding on the Gram Panchayat, Anchal Samiti and Zilla Parishad.",
