            "content": "(a) \"Act\" means the Delhi Plastic Bag (Manufacture, Sale and Usage) and Non-Biodegradable Garbage (Control) Act, 2000 (Delhi Act No. 6 of 2001);\n(b) \"authorized-officer\" means any officer mentioned in column 2 for the purposes mentioned in column 3 of the Second Schedule;\n(c) \"fee\" means the fee payable by the applicant along with the application form for seeking authorization as prescribed in the First Schedule;\n(d) \"Form\" means a form appended to these rules;\n(e) \"Schedule\" means a Schedule appended to these rules;\n(f) \"year\" means the financial year commencing on the first day of April of each year;\n(g) Words and expressions not defined in these rules but defined in the Act shall have the same meaning assigned to them in the Act.",

            "title": "3. Procedure and safeguards to be complied with in respect of placing of biodegradable and non-biodegradable garbage in public place, etc.",

            "content": "(i) The different types of garbage shall be placed by an individual, and occupier of land and building in separate receptacles provided by the local authority, namely, bio-degradable and non-biodegradable.\n(ii) The garbage shall be placed in such manner as may be specified from time to time by the Government or the local authority; as the case may be.\n(iii) No person shall place garbage in any place outside the designated dhalos/receptacles placed for the purpose.",
