The Deputy Commissioner may, with the previous sanction of the Chief Commissioner, arrange the villages of the Union territory in Patwaris' halkas, and may from time to time, alter the number and limits of such halkas; but no such arrangement or alteration shall be final unless and until it has been sanctioned by the Chief Commissioner.
