            "content": "(a) \"the Act\", means the Bihar Development of Homeopathic System of Medicine Act, 1953;\n(b) \"Board\" means the Bihar State Board of Homeopathic Medicine constituted under sub-section (1) of Section 3 of the Act;\n(c) \"President\" means the President of the Bihar State Board of Homeopathic Medicine appointed under clause (a) of sub-section (1) of Section 3 of the Act, and for the purpose of presiding at a meeting in the absence of the President, includes the member elected under Section 14 of the Act;\n(d) \"Registrar\" means the Registrar of the Bihar State Board of Homeopathic Medicine appointed under sub-section (1) of Section 19 of the Act.\n3.\n4.\n(b) Subject to the provision of the foregoing sub-rule, all meetings of the Board shall be convened by the Registrar by a summon addressed to each Member stating the time and place of any such meeting.\n5.\n6.\n(a) if the matter to which it relates is not within the scope of the functions of the Board, or\n(b) if it raises substantially the same question as a motion or amendment which had been moved and either decided or withdrawn with the leave of the Board within six months of the date of the meeting at which it is sought to move the new motion, or\n(c) unless it is clearly and precisely expressed and raises substantially only one definite issue, or\n(d) if it contains arguments, inferences, ironical expression or defamatory statements.\n7.\n(a) admit for discussion at any meeting a motion, notice of which has not reached the Registrar in time for inclusion in the programme of business sent under Rule 7;\n(b) allow a motion to be discussed at a meeting notwithstanding the fact that notice was received too late to admit it in compliance with Rule 6.\n8.\n9.\n10.\n11.\n12.\n13.\n14.\n(a) an amendment of the motion or of the amendment, as the case may be;\n(b) a proposal for the adjournment of both, either to a specified time or sine die ;\n(c) a motion for the closure, namely, a motion that the question be now put.\n15.\n16.\n17.\n18.\n19.\n20.\n21.\n22.\n23.\n24.\n25.\n26.\n27.",
