(a) Regarding the appointment, control, discipline and payment of all Registrars of Mutations and their establishment;
(b) prescribing the manner of making entries of mutations in the record-of-rights, preparing new editions of such record and re-publishing them from time to time, or otherwise making them available for public information;
(c) regarding the distribution of the expenses incurred under Part III, and
(d) generally for the purpose of giving effect to the provisions of this Act.
