        "content": "(b) Junior Engineers who are degree-holders and/or who pass Parts A and B of the Associate Membership examination of the Institution of Engineers (India) should be treated as eligible for appointment as Assistant Engineers in each branch in accordance with the procedure laid down for direct recruitment and they shall be treated as direct recruits.",
