Civil, Mechanical, Electrical, Chemical, Electronics, Telecommunication, Instrumentation, Information Technology, Architecture, Textile Pharmacy, Interior Design, Travel and Tourism Management, Hotel Management, Office Management and Secretarial Practice, Management. Town Planning and other diversified related professional/technical, courses approved by the AICTE and recognised by a university/deemed university or an institute duly established by law and approved by the Arunachal Pradesh State Council for Technical Education.",

            "content": "The Council and its Governing body shall consist of the following members, namely:-\n(i) Honorable Minister of Education, Government of Arunachal Pradesh shall be ex-officio Chairman of the Council;\n(ii) Commissioner/Secretary (Education), Government of Arunachal Pradesh;\n(iii) Commissioner (Finance), Government of Arunachal Pradesh or his authorized representative;\n(iv) Commissioner (Planning), Government of Arunachal Pradesh or his authorized representative;\n(v) Commissioner (IT), Government, of Arunachal Pradesh or his authorized representative;\n(vi) Commissioner (Labour and Employment), Government of Arunachal Pradesh, or his authorized representative;\n(vii) One representative dealing with Technical Education in the Ministry of Human Resources Development (MHRD), Government of India;\n(viii) One representative from All India Council for Technical Education (AICTE), Eastern Region, Kolkata;\n(ix) One representative from North Eastern Institute of Science and Technology, Nirjuli, (Not below the rank of Professor/Associate Professor);\n(x) One representative of the Rajiv Gandhi University, Doimukh, from the Engineering faculty;\n(xi) One representative from Indian Institute of Technology, Guwahati, (Not below the rank of Professor/Associate Professor);\n(xii) Two Principals, one each from Government Polytechnic and private Polytechnics (if any), nominated by the State Government;\n(xiii) Chief Engineer, Public Works Department, Government of Arunachal Pradesh (ex-officio);\n(xiv) Chief Engineer, Rural Works Department, Government of Arunachal Pradesh (ex-officio);\n(xv) Chief Engineer, Power Department, Government of Arunachal Pradesh (ex-officio);\n(xvi) Director of Higher and Technical Education, Government of Arunachal Pradesh (ex-officio);\n(xvii) Director of School Education, Government of Arunachal Pradesh (ex-officio);\n(xviii) Director, State Forest Research Institute, Government of Arunachal Pradesh (ex-officio);\n(xix) Director of Urban Development, Government of Arunachal Pradesh (ex-officio);\n(xx) Director, Department of Industries, Government of Arunachal Pradesh, (ex-officio);\n(xxi) Director, AYUSH (ex-officio);\n(xxii) Director, Handloom and Handicrafts, Government of Arunachal Pradesh (ex-officio);\n(xxiii) Director Board of Practical Training, Eastern Region, Kolkata (ex-officio);\n(xxiv) Director, National Institute of Technical Teachers' Training and Research, Kolkata (ex-officio);\n(xxv) Two representatives from amongst the faculty members of the Polytechnics of the State;\n(xxvi) Secretary of the Council-ex- officio Member Secretary.",

            "content": "The Council shall meet at such time and place as desired by the Chairman of the Council as and when required. However, the Council shall meet at least once in an academic year. The Council shall observe such rules and procedures in regard to the transaction of business at its meeting (including the quorum of such meetings) as may be prescribed by regulations. The Council shall also hold Annual General Meeting at the end of academic year.",

            "content": "Subject to the provisions of this Act, the functions and duties of the Council shall be:-\n(a) to affiliate institutions, prescribe courses of study, conduct examinations and provide directions from time to time for up-gradation from lower to higher classes;\n(b) to prescribe standard for buildings and equipments required for affiliation of institutions;\n(c) to prescribe the manner and qualifications of students for admission in affiliated institutions; .\n(d) to admit students to examination conducted by the Council;\n(e) to conduct examinations, declare the results and award certificate or Diplomas according to the norms of All India Council for Technical Education (AICTE);\n(f) to advise the State Government on co-ordinated development of technical education under the provisions of this Act;\n(g) to fix the fee for affiliation, admission, academics, examination, certification etc. and maintain the proper account for the same as per rules for the time being in force;\n(h) to carry out such other orders and directions as may be issued by the State Government from time to time;\n(i) to receive contribution, grants from the Government of India, MHRD and AICTE schemes etc;\n(j) to carry out such other duties as may be conferred/ assigned to it by the rules made under this Act;\n(k) (a) the Council shall have all such power as may be necessary for discharge of its functions and in performance of its duties, subject to the provisions of this Act, or the rules and regulations made there-under; in particular and without prejudice to the generality of the foregoing powers conferred to the Council under sub-section (1) (a) of this section; the Council shall also have the following powers:-\n(b) to cancel the affiliation of the institution not fulfilling the norms and standards specified by the Council;\n(c) to frame the rules relating to academic activities, and conduct of examinations.,",

            "content": "The State Government shall have the following powers in respect to the Council:-\n(a) to communicate its views on any matter done or conducted by the Council or in respect of any matter with which the Council is connected and Council there upon report to the state the action taken or proposed to be taken in regard thereto;\n(b) to take action against the Council if it fails to discharge its functions upto the satisfaction of the State Government within a reasonable time after giving due consideration to the representation or explanation furnished by the Council, if any, and issue such directions consistent with the provisions of this Act, and rules and regulations made thereunder as deemed fit. The Council shall comply with such directions, within the stipulated time specified therein, failing which the State Government may take all such other steps as it deems necessary to give effect to such directions; .",

            "content": "The Chairman shall have the following powers, namely:-\n(a) to take all necessary actions required for implementing the decisions of the Council and exercise such other powers and perform such other duties as may prescribed by rules and regulations;\n(b) to take such decisions with regard to matters falling within the purview of the Council on the recommendations of the Committees constituted under sub-section(1) of section 14 of this Act, as the Chairman may deem fit. The Chairman shall inform the Governing Body of the Council of every such decision in the next Annual General body Meeting;\n(c) the Council may, however, subject to the provisions of sub-sections (b) (c) of section 10 or otherwise of this Act confirm the orders passed by the Chairman, shall be final and binding and shall not be questioned in any court of law and shall prevail over any other order passed by the Chairman or the Council under the provisions of this Act.",

            "content": "The Secretary of the Council shall be the Chief Executive Officer of the Council and shall be subject to the superintendence, control and directions of the Chairman and the Council, be responsible for the execution of its directions. The Secretary shall exercise such other powers and perform such other duties as may be prescribed by the rules and in particular :-\n(1) be responsible for the preparation of Annual Report, Annual Budget and accounts of the Council;\n(2) be responsible for ensuring proper utilization of the fund;\n(3) be responsible for convening meetings of the Council with the approval of the Chairman and maintain the minutes of such meetings;\n(4) shall be the custodian of the common seal and assets of the Council.",

            "content": "Subject to the provisions of this Act, and in particular, with regard to any matter relating to the Council or any other subjects the State Government may, by rules prescribed:-\n(a) The procedure for transaction of the business of the office and officers of the Council and the composition of the bodies not specified in this Act;\n(b) The mode of appointment or recruitment, as applicable, and the conditions of services of the Chairman, Secretary and other officers and employees and their powers, functions and duties;\n(c) Creation, evaluation and restructuring of department under the Council;\n(d) The procedure for conferment of certificates and diplomas;\n(e) The provision for grant of scholarships and awards;\n(f) The number of seats in different courses of studies and procedures for admission of students to such courses including the reservations of seats;\n(g) Fees chargeable from the students for various courses of students;\n(h) Other matters which are to be or may be prescribed.",

            "content": "Subject to the provisions of this Act. regulation may be provided additionally for all or any of the following matters namely:-\n(a) Admission of the students to the institutions and their enrolment;\n(b) The Courses of study to be laid down for certificates, diploma and other academic distinctions;\n(c) The conduct of examination and the conditions and mode of appointment and duties of examining bodies, centre super intendent, deputy superintendent, examiners, invigilators, tabulators, paper-setters, moderators etc;\n(d) The fee to be charged for admission to various examinations and other academic distinctions;\n(e) Maintenance of discipline among the students in the affiliated institutions;\n(f) To take action against those institutions and their promoters who are found running the institutions in contravention of this Act;\n(g) All other matters as may be prescribed in the rules under the provisions of this Act;\n(h) To fix the rate of remunerations/honorarium of centre superintendent, examiners, invigilators, tabulators, paper setters, moderators etc. and also the travelling allowances and daily allowances payable to the members of the Council, experts and other members of the Committees and Sub-committees and the persons co-opted thereto and other persons engaged by the Council and mode of their payment;\n(i) To prohibit any admission or examination of an institution, unless it has been properly inspected and recommended by a Committee of experts deputed by the Council and affiliated with the Arunachal Pradesh State Council for Technical Education is granted:\n(j) A separate code of ethics one each for teachers and students of the institution for technical education shall be brought through regulations, to be notified in the Official Gazette,",

            "content": "Every rule and regulation made by the Government of Arunachal Pradesh under this Act, shall be laid as soon as may be, after it is made before the Legislative Assembly of Arunachal Pradesh, while it is in session, for a total period of ten days, which may be comprised in one session or in two or more successive sessions and if, before the expiry of the session in which it is so laid or the session immediately following the session or the successive sessions aforesaid, the Legislative Assembly makes any modification in the rule or resolves that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect as the case may be, so, however such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.",
