148. A Municipality may with the previous approval of the Administrator
(a) cise temporarily any public street or any part thereof for any public purpose;
(b) divert discontine to close permanently any public street other than a major road; or
(c) sell its interest in the land forming a public street other then a major road or any part thereof, if not required for the purposes of this requlation.
