            "content": "Recruitment Regulations for the Post of Commissioners in Delhi Development Authority\nPublished vide Notification No. G.S.R. 26(E), dated 10th January, 2000\nDl100\nDelhi Development Authority\n(Personnel Branch-I)\nG.S.R. 26(E).\n1.\nIn exercise of the powers conferred by section 57 of the Delhi Development Act, 1957 (61 of 1957) read with sub-rule (4) of rule 3 of the Delhi Development (Misc.) Rules-1959, the Delhi Development Authority hereby makes with the prior approval of the Central Govt., Recruitment Regulations far the past of Commissioners in the DDA which may be read as under:\n1\nName of the post\n:\nCommissioner/Secretary\n2\nNumber of posts\n:\n5 Commissioners and one post of Secretary (total 6)\n3\nClassification\n:\nGroup 'A'\n4\nScale of pay\n:\nI. Departmental Commissioners\na] On initial\n\t\t\t\tappointment, the pay scale of the post shall be Rs.\n\t\t\t\t14300-18300/-. (The same scale as the departmental Directors,\n\t\t\t\tSelection Grade who are being given this scale on non—functional\n\t\t\t\tbasis). Departmental Commissioners shall however be placed in the\n\t\t\t\tpay scale of Rs. 18400-22400/- from the date they have completed\n\t\t\t\tfive (5) years of service on the post of Commissioners.\nb]\n\t\t\t\tNumber of posts in the scale of Rs. 18400-22400/- interchangeable\n\t\t\t\twith the posts in the pay scale of Rs. 14300-18300/- shall be\n\t\t\t\trestricted to 2 for the departmental officers,\nII.\n\t\t\t\tCommissioners On Deputation\nThey shall draw the pay\n\t\t\t\tscale as per their terms of appointment and as per instructions\n\t\t\t\tof the DOP & T and the Ministry of Urban Affairs and\n\t\t\t\tEmployment.\n5\nWhether selection past or non-selection post\n:\nSelection\n6\n(a) Age limit for direct recruitment\nNot applicable\n(b) Whether benefit of any added years of service admissible\n\t\t\t\tunder rule 30 of CCS (Pension) Rules 1972.\nNot applicable\n7\nEducational and other qualifications required for direct\n\t\t\t\trecruitment\nNot applicable\n8\nWhether age and educational qualifications prescribed for the\n\t\t\t\tdirect recruits will apply in the case of promotion and depu—\n\t\t\t\ttationists.\nNot applicable\n9\nPeriod of probation, if any\n2 Years\n10\nMethod of recruitment whether by direct recruitment or by\n\t\t\t\tpromotion or transfer or by deputation and percentage of the\n\t\t\t\tvacancies to be filled by various methods.\ni] 2 posts by promotion failing which by transfer on\n\t\t\t\tdeputation.\nii] 4 posts by transfer on deputatio\n11\nIn case of recruitment by promotion/transfer/ deputation,\n\t\t\t\tgrades from which promotion/ transfer/ deputation is to be made\nI.\nPromotion\nAll Directors of DDA, with eight\n\t\t\t\tyears of combined service in the grades of Rs. 12000-375-16500/-\n\t\t\t\tand Rs. 14300-400-18,300/- shall be eligible for promotion as\n\t\t\t\tCommissioner/Secretary.\nII.\nTransfer on deputation\ni] Appointment shall be made from amongst the officers of the\n\t\t\t\tIAS/Central Group-A services who are eligible for appointment as\n\t\t\t\tDirectors in the Govt. of India,\nii] Preference shall be\n\t\t\t\tgiven to those officers having background in the field of Urban\n\t\t\t\tDevelopment,\niii] Appointment shall be made through the\n\t\t\t\tCentral Staffing Scheme, with the approval of the ACC.\n12\nIf a DPC exists what is its composition for departmental\n\t\t\t\tpromotions\ni] Vice-Chairman, DDA — Chairman\nii] Engineer Member\n\t\t\t\t– Member\niii] Finance Member – Member\niv]\n\t\t\t\tPrincipal Commissioner – Member\nv] Commissioner (P) —\n\t\t\t\tConvener\n13\nSaving\nNothing in these regulations shall affect reservation,\n\t\t\t\trelaxation or age limit and other concessions required to be\n\t\t\t\tprovided for Scheduled Castes and Scheduled Tribes,\n\t\t\t\tEx:-Serviceman and other special categories of persons in\n\t\t\t\taccordance with the orders issued by the Central Government, from\n\t\t\t\ttime to time in this regard.\n14\nDisqualification\nNo person who has entered into or contracted a second marriage\n\t\t\t\twhen his/her spouse is alive.\n15\nPower to relax\nNo relaxation.",
