"content": "(1) \"Academic Council\" means the Academic Council of the University;\n(2) \"Act\" means The North East Frontier Technical University, Arunachal Pradesh Act, 2014;\n(3) \"Affiliated College\" means a college or an institution which is affiliated to the University;\n(4) \"AIU\" means Association of Indian Universities;\n(5) \"Annual Report\" means the Annual report of the university as referred to in section 48 of the Act;\n(6) \"Board of Governors\" means the Board of Governors of the university constituted under section 24 of the Act;\n(7) \"Board of Management\" means the Board of Management of the university as constituted under section 25 of the Act;\n(8) \"Chancellor\" means the Chancellor of the university appointed under section 16 of the Act:\n(9) \"Constituent College\" means a college or an institution maintained by the university;\n(10) \"DCI\" means Dental Council of India;\n(11) \"DEC\" means Distance Education Council;\n(12) \"Development Fund\" means the development fund of the University established under section 46 of the Act:\n(13) \"Distance Education System\" means the system of imparting education through any means of information technology and communication such as multimedia, broadcasting, telecasting, online over internet, other interactive methods, e-mail, internet, computer, interactive talk back e learning, correspondence course, seminar, contact Programmes or a combination of any two or more of such means;\n(14) \"Employee\" means employee appointed by the University; and includes teachers and other staff of the University or of a constituent college,\n(15) \"Faculty\" means the faculty of the university:\n(16) \"Finance Officer\" means the Finance Officer of the university appointed under section 20 of the Act:\n(17) \"General fund\" means general fund of the University established under section 45 of the Act:\n(18) \"INC\" means the Indian Nursing Council;\n(19) \"Internship\" means on-job training, apprenticeship, or a professional training of students with academic studies;\n(20) \"internship Campus\" means a center established, maintained or recognized by the University for the purpose of Internship & Training or for rendering any other assistance including conducting contact classes and administering examinations required by the Students;\n(21) \"MCI\" means the Medical Council of India;\n(22) \"NCTE\" means the National Council for Teacher Education:\n(23) \"Official Gazette\" means the Gazette of Arunachal Pradesh;\n(24) \"Off-Campus\" means a Campus of a University established by it outside the main campus (within or outside the state) operated and maintained as its constituent unit, having the university's complement of facilities, faculty and staff;\n(25) \"Off-Shore Campus\" means a Campus of a University established by it outside the country, operated and maintained as its constituent unit, having the university's complement of facilities, faculty and staff:\n(26) \"PCI\" means Pharmacy Council of India;\n(27) \"Prescribed\" means prescribed by the statutes and the rules made under this Act;\n(28) \"Principal\" in the relation to a constituent college, means the Head of the constituent college and includes where there is no Principal the Vice-Principal or any other person for the time being as appointed to act as Principal;\n(29) \"Regional Centre\" means a center established or maintained by the university for the purpose of coordinating and supervising the work of Study Centers in any region and tor performing such other functions as may be conferred on such center by the Board of Management;\n(30) \"Registrar\" means the Registrar of the University appointed under 19 of the Act;\n(31) \"Rules & Regulations\" means the Rule & Regulations of the university;\n(32) \"Sponsor\" means the The Automobile Society India, Bangalore;\n(33) \"State\" means the State of Arunachal Pradesh;\n(34) \"State Government\" means the State Government of Arunachal Pradesh;\n(35) \"Statutes\" means the Statutes of the University;\n(36) \"Study Centre\" means a center established, maintained or recognized by the University for the purpose of advising, counseling or for rendering any other assistance including training, conducting contact classes and administering examinations required by the Students;\n(37) \"Teachers\" means a Professor, Associate Professor, Assistance Professor/Lecturer or such other person as may be appointed for imparting instruction or conducting research in the University or in a constituent college or institution and includes the Principal of a constituent college or institution, in conformity with the norms prescribed by the University Grants Commission:\n(38) \"UGC\" means the University Grants Commission established under the University Grants Commission Act, 1956:\n(39) \"University\" means the North East Frontier Technical University, established under this Act, within the meaning of University Grants Commission Act 1956;\n(40) \"Vice-Chancellor\" means the Vice-Chancellor of the University appointed under section 17 of the Act;\n(41) \"Visitor\" means the Visitor of the University referred to in section 15 of the Act.\nChapter 2\nThe University and its Objectives",

"content": "(a) The objects of the University along with the detail of the Sponsor;\n(b) The extent and status of the University and the availability of land:\n(c) The nature and type of programmes of study and research to be undertaken in the University during a period of the next five years:\n(d) The nature of faculties, courses of study and research proposed to be started:\n(e) The campus development such as building, equipment and structural amenities:\n(f) The phased outlays of capital expenditure for a period of the next five years;\n(g) The item-wise recurring expenditure, sources of finance and estimated expenditure for each student;\n(h) The scheme for mobilizing resources and the cost of capital thereto and the manner of repayments to each source:\n(i) The scheme of generation of funds internally through the recovery of fee from students, revenues anticipated from consultancy and other activities relating to the objects of the University and other anticipated incomes;\n(j) The detail of expenditure on unit cost, the extent of concessions or rebates in fee. free ship and scholarship for students belonging to economically weaker sections and the fee structure indicating varying rate of fee, if any, that would be levied on non- resident Indians and students of other nationalities:\n(k) The history & credentials of the sponsor including years of experience and expertise in the concerned discipline at the command of the sponsor as well as the financial resources:\n(l) The years of experiences and expertise in the concerned discipline at the command of the Sponsor as well as the financial resources;\n(m) The system for selection of students to the course of study at the University:\n(n) Status of fulfillment of such other conditions as may be required by the State Government to be fulfilled before the establishment of the University;",

"content": "(i) to provide for instruction in the disciplines specified but not limited in Schedule and to make provisions for research and for the advancement and dissemination of knowledge ;\n(ii) to grant, subject to such conditions as the University may determine, diplomas or certificate, and confer degrees or other academic distinctions on the basis of examinations, evaluation to any other method of testing on persons, and to withdraw any such diplomas, certificates, degrees or other academic distinctions for good and sufficient cause;\n(iii) to organize and to undertake extra-murai studies and extension service;\n(iv) to confer honorary degrees or other distinctions in the manner prescribed;\n(v) to provide instruction, including correspondence and such other coursed, as it may determine:\n(vi) to institute Professorships, Readerships, Lectureships and other teaching or academic posts required by the University and to make appointment thereto;\n(vii) to create administrative, academically and other posts and to make appointments thereto;\n(viii) to appoint persons working in any other university or organization having specific knowledge permanently or for a specified period;\n(ix) to co-operate, collaborate or associate with any other university or authority or institution in such manner and for such purpose as the University may determine;\n(x) to establish study centers and maintain schools, institutions and such centers, specialized laboratories or other units for research and instructions as are in the opinion of the University, necessary for the furtherance of its object;\n(xi) to institute and award fellowships, scholarships, studentships, medals and prizes;\n(xii) to establish and maintain hostels for students of the University;\n(xiii) to make provisions for research and consultancy, and for that purpose to enter into such arrangements with other institutions or bodies as the University may deem necessary;\n(xiv) to determine standards for admission into the University, which may include examination, evaluation or any other method of testing ;\n(xv) to demand and receive payment of fees and other charges;\n(xvi) to supervise the residences of the students of the University and to make arrangements for the promotion of their health and general welfare;\n(xvii) to make special arrangements in respect of women students as the University may consider desirable;\n(xviii) to regulate and enforce discipline among the employees and students of the University and take such disciplinary measures in this regard as may be deemed necessary by the University;\n(xix) to make arrangements for promoting the health and general welfare of the employees of the University;\n(xx) to receive donations and acquire, bold, manage and dispose of any movable immovable property:\n(xxi) to borrow money with the approval of the Sponsoring Body for the purposes of the University;\n(xxii) to mortgage or hypothecate the property of the University with the approval of the Sponsoring Body;\n(xxiii) to establish examination centers; Counseling centers; information centers:\n(xxiv) to set up off campus centre or information centers within the state of Arunachal Pradesh and/or any part of India and Abroad ; and\n(xxv) to do all such other acts and things as may be necessary, incidental or conducive to the attainment of ail or any of the objects of the University.\n(xxvi) To establish a campus at Aalo in the State of Arunachal Pradesh and to have affiliated institutions, colleges, schools, and approved study centers, Academic Centers, off Campus program Centers /Institutions and to establish Regional Campus(es) at different places in India and other countries.\n(xxvii) To create higher levels of intellectual abilities.\n(xxviii) To establish state of the art facilities for education, training and research.\n(xxix) To offer programs through multi modal form of education.\n(xxx) To institute degrees, diplomas, certificated and other academic distinctions on the basis of examination, or any other mode of evaluation and assessment as laid down by the academic council.\n(xxxi) To ensure that the standard of the degrees, diplomas, certificated and other academic distinctions of high standard.\n(xxxii) To offer continuing distance education both formal and/or informal.\n(xxxiii) To confer honorary degrees and other academic distinctions in the manner laid down in the statutes.\n(xxxiv) To encourage and promote research activities and set up independent research institutions for pure and applied research, and institute awards and fellowship at institutions other than the University for undertaking research.\n(xxxv) To affiliate or collaborate with any other college or university, research institution, industry association, professional association or any other organization, in India or overseas, or conceptualize, design and develop specific educational and research programs, training programs and exchange programs for students, faculty members and others.\n(xxxvi) To recognize the various courses and programs offered by the individuals, institutions, and organizations in various streams of education offered in the multi-mode methodology of teaching.\n(xxxvii) To undertake surveys, studies and consultancy for any organization in India of overseas.\n(xxxviii) To undertake programs of the training and development of faculty members of the University and other institutions in India or overseas.\n(xxxix) To undertake collaborative research with any organization in India or overseas, and undertake commercialization of technologies.\n(xxxx) To develop, register and license all forms of intellectual property rights, including, inter-alia, trademarks, copyrights, know-how and patents etc.\n(xxxxi) To conceptualize, design, develop and commercialize various products, equipment and machinery as part of the research and development activity.\n(xxxxii) To provide \"Education For All\" which includes Formal modes of instruction keeping in view the literacy and the educational needs of deprived sections of the society by establishing informal educational centers in and out side the state of Arunachal Pradesh, to achieve cent per cent literacy and education at least up to the level of Matriculate.\n(xxxxiii) To bring higher education within the reach of Majority of the youth aspiring higher qualification and/or research by a network of formal institutions such as regional campuses, off-campus programme centers and academic centers throughout the country in accomplishment of the prime objective \"Desired Education For All\".\n(xxxxiv) To encourage sports, cultural, extra curricular and co- curricular activities for students and staff.\n(xxxxv) To do things necessary or expedient to promote the above objectives.\n(xxxxvi) To pursue any other objective as may be approved by the Board.",

"content": "(a) To establish, maintain and recognize such Regional Centers, Campuses, Off-Campuses, Off-Shore Campuses, Internship Campuses. Examination Centers and Study Centers as may be determined by the University from time to time in the manner laid down by the Statutes;\n(b) To carry out all such other activities as may be necessary or feasible in furtherance of the object of the University;\n(c) To confer degrees, diplomas, charters, certificates, pre-university certifications or other academic distinctions etc. in accordance with the Statutes;\n(d) To institute and award fellowship, scholarship and prizes etc. in accordance with the Statutes;\n(e) To launch any academic and research programmes & courses, discipline of education which deemed suitable for meeting the object clause 7 of the University;\n(f) To determine, demand and receive fees, bills, invoices and collect charges to fulfill the objects of University, as the case may be:\n(g) To make provision for extra-curricular activities and trainings for students and employees;\n(h) To appoint the faculties, teachers, officers and employees of the University or a Constituent college, Affiliated college, Regional Centers. Study Centers, Campuses, Off-Campuses, Off-shore Campuses and Internship Campuses located in India and abroad;\n(i) To receive donations and gifts of any kind to acquire, hold, manage, maintain, lease, mortgage and dispose of any movable and immovable property, including trust and endowment properties for the purpose of University or a Constituent College, ora Regional Centers or a Off-Campus Centre or a Study Centers;\n(j) To establish and maintain halls and to recognize places of residence for students, officers, teachers and employees of the University or a constituent for students of the University or a constituent college or any other at the main campus and other campuses in India and abroad;\n(k) To supervise and control the residence, and to regulate the discipline among the students and all categories of employees and to lay down the conditions of service of such employees, include their Code of Conduct:\n(l) To create, academic, administrative and support staff and other necessary posts;\n(m) To co-operate and collaborate with other Universities and institutions in such a manner and for such purposes as the University may determine from time to time;\n(n) To offer regular, distance learning, continuing education, industry integrated, collaborative industry based education programmes and the manner in which such Programmes are offered by the University;\n(o) To organize and conduct refresher courses, orientation courses, workshops, seminars and other Programmes for students, industry executives, teachers, developers of course-ware, evaluators and other academic staff;\n(p) To determine standards of admission to the University.
