        "content": "(a) The candidate who is found to have obtained the largest number of valid votes shall be declared to have been elected.\n(b) If, after consolidating the result in Form 8, a tie is found to exist between the candidates, and the addition of one vote will entitle any of those candidates to be declared elected, the Returning Officer shall forthwith decide between those candidates by lot, and the candidate on whom the lot falls shall be considered to have received an additional vote and shall be declared to be duly elected.",
