            "content": "(a) \"Act\" means the Consumer Protection Act, 1986 (68 of 1986);\n(b) \"applicant\" means any agency/organization engaged in consumer welfare activities for a period of three years registered under the Companies Act, 1956 (1 of 1956), or under any other law for the time being in force, including village/samiti level cooperatives of consumers especially women, Scheduled Castes and Scheduled Tribes, or any industry as defined in the Industrial Disputes Act, 1947 (14 of 1947), recommended by Bureau to be engaged for a period of five years in viable and useful research activity which has made or is likely to make. significant contribution in formulation of standard mark of the products of mass consumption, or the State Government, and includes a consumer for the purpose of reimbursing legal expenses as referred to in clause (c) of rule 8 of these rules;\n(c) \"application\" means an application in Form-A 1, appended to these rules;\n(d) \"Bureau\" means the Bureau of Indian Standards constituted under the Bureau of Indian Standard Act, 1986 (63 of 1986);\n(e) \"Committee\" means the Committee constituted under rule 5;\n(f) \"Consumer Welfare Fund\" means the fund established by the Government;\n(g) \"Government\" means Haryana Government in Food and Supplies Department;\n(h) \"section\" means the section of the Act;\n(i) \"State Consumer Protection Council\" means the State Consumer Protection Council, established under sub-section (1) of section 7 of the Consumer Protection Act, 1986(68 of 1986), for promotion and protection of the rights of consumers;\n(j) \"welfare of the consumer\" includes promotion and protection of rights of consumers;\n(k) words and expression used in these rules and not defined, but defined in the Consumer Protection Act, 1986 (68 of 1986), shall have the meanings respectively assigned to them in that Act.",

            "content": "(a) to require any applicant to produce before it, or a duly authorized officer of the State Government, such books, accounts, documents, instruments or commodities in custody and control of the applicant, as may be necessary, for proper evaluation for the application;\n(b) to require any applicant to allow entry and inspection of any premises from which activities claimed to be for the welfare of consumers, are stated to be carried on, to a duly authorized officer of State Government;\n(c) to get the accounts of the applicants audited, for ensuring proper utlization of the grant;\n(d) to require any applicant, in case of any default, or suppression of material information on his part, to refund in lump-sum, the sanctioned grant to the Committee, and to be subject to prosecution under the Act;\n(e) to recover any sum due from any applicant in accordance with the provisions of this Act;\n(f) to require any applicant, or class of applicants to submit a periodical report indicating proper utilization of the grant;\n(g) to reject an application placed before it on the basis of involvement of factual inconsistency, or inaccuracy in the material particulars;\n(h) to recommend minimum financial assistance, by way of grant to an applicant, having regard to his financial status, and importance and utility of nature of activity under pursuit, after ensuring that the financial assistance provided shall not be misutilised;\n(i) to require State Consumer Protection Council to formulate broad guidelines for considering the projects/proposals for the purpose of incurring expenditure from the Consumer Welfare Fund;\n(j) to identity beneficial end safe sectors, where investments out of Consumer Welfare Fund may be made and make recommendations, accordingly;\n(k) to relax the conditions required for the period of engagement in consumer welfare activities of an applicant as specified in clause (b) of rule 2;\n(l) to make guidelines for the management and administration of the Consumer Welfare Fund.",

            "title": "8. Specification of purposes for utilization of credits available in Consumer Welfare Fund. [sections 8, 8A and 8B].",

If yes, give details.\n:\n14.\nDetails of prosecution, if any, in a court of\n\t\t\t\tlaw launched against the applicant, during the last five years.\n:\n15.\nCopies of the following documents (duly attested\n\t\t\t\tby a Gazetted Officer of the Central or State Government) to be\n\t\t\t\tattached:\n:\n(i)\nConstitution of the organization and Articles of\n\t\t\t\tAssociation.\n:\n(ii)\nAnnual reports of the organization for last\n\t\t\t\tthree years (please furnish separate annual reports for each\n\t\t\t\tyear).\n:\n(iii)\nAnnual audited statement of accounts for each of\n\t\t\t\tthe last three years duly signed by Chartered Accountant.
