        "content": "(b) The functions, duties and powers of the Executive Officer shall be such as may be fixed by the Board, with the prior approval of Government.\n(c) The Executive Officer may be a Government servant whose services are placed at the disposal of the Board by Government and if he is a Government servant his remuneration, allowances and other conditions of service shall be such as may be fixed by Government.",
