(a) until he has undergone not less than one-twelfth of the substantive term to imprisonment to which he has been sentenced.
(b) without the sanction of the Inspector General if the unexpired term to substantive imprisonment together with imprisonment (if any) in lieu of fine, to which he has been sentenced exceeds one year,
(c) if any charge or charges are pending against him.
