"content": "(a) \"State Government\" means the Government of Assam;\n(b) \"Board of Secondary Education\" means the Board of Secondary Education, Assam, established by the State Government;\n(c) \"University\" means the Cotton University constituted and established by upgrading the existing Cotton College into a University under this Act;\n(d) \"Executive Council\" and \"Academic Council\" means the Executive Council and the Academic Council constituted under sections 27 and 29 respectively;\n(e) \"Court\" means the court constituted under section 24;\n(f) \"Department\" means an academic department of the University and designated as such by it with reference to a subject or group of subjects of study in the University;\n(g) \"Faculty\" means a Faculty of the University;\n(h) \"Selection Committee\" means the Selection Committee constituted under section 34;\n(i) \"Statutes\", \"Ordinances\" and \"Regulations\" mean the Statutes, Ordinances and Regulations respectively of the University made under this Act;\n(j) \"Campus\" means a campus of the Cotton University (CU) in different geographical locations including Pan Bazar;\n(k) \"Constituent College\" means a college which is a part of the University and imparting Under Graduate and/or Post Graduate level education as declared by the University;\n(l) \"Hostel\" means a unit of residence for the students of the University maintained by the University in accordance with the provisions of this Act;\n(m) \"Principal/Director\" means the head of a Constituent College/Institute;\n(n) \"Professional Institute\" means a constituent College imparting instructions in the professional subjects, namely, Law, Medicine, Engineering, Technology, Agriculture, Veterinary, Teachers training and such other subjects as may be prescribed from time-to-time as professional subjects under the statutes;\n(o) \"Graduate\" means a degree holder having a bona fide certificate of the University;\n(p) \"Teachers\" means Professors, Associate Professors or Assistant Professors, of the University or a constituent College/Institute, if any;\n(q) \"University Professor\", \"Associate Professor\" or \"Assistant Professor\" means a Professor, an Associate Professor, an Assistant Professor for teaching and research in the university;\n(r) \"Hall\" means a unit maintained or recognized by the University at which provision is made for imparting tutorial and supplementary instructions, holding meetings, University functions, convocations, etc.",

"content": "(a) to provide for instructions in such branches of learning as the University may think fit, subject to concurrence of Government and to make provision for research and for the advancement and dissemination of knowledge;\n(b) to hold examinations and to grant to, and confer degrees and other academic distinctions on, persons who,\n(i) have passed a course of study in or prescribed by the University; or\n(ii) are teachers in educational institutions under conditions laid down in the Ordinances and Regulations and have passed the examination of the University under like conditions;\n(c) to run a Higher Secondary section in the University under mentorship scheme of the State Government which will, to some extent, act as a feeder to the undergraduate courses of the University and for all practical purposes, the Higher Secondary section shall be a part of the University;\n(d) to continue the existing syllabi and evaluation of students of the Higher Secondary section under the jurisdiction of the Assam Higher Secondary Education Council as at present until such times as the University deems it fit to review and do the needful;\n(e) to confer honorary degrees or other distinctions;\n(f) to grant such diplomas and to provide such lectures and instructions for, persons not being members of the University, as the university may determine;\n(g) to withdraw or cancel Degrees, Diplomas, Certificates or other distinctions conferred by following the procedures;\n(h) to institute any Professorship, Associate Professorship, Assistant Professorship and any other teaching posts required by the University;\n(i) to appoint and recognise persons as Professors, Associate Professors, Assistant Professors as teachers of the University;\n(j) to adopt colleges and introduce new courses of study;\n(k) to maintain Hostels and Halls;\n(l) to demand and receive payments of such fees as may be fixed as per the Ordinances;\n(m) to receive grants from State and Central Government, University Grants Commission and any Private or Central Government agencies, as per rules;\n(n) to purchase property, to maintain Bank Accounts in the name of the University;\n(o) to institute for the benefit of its members such pension, provident fund as the University may deem fit;\n(p) to enter into contract with any other recognised institution for the purpose of transfer of technology on well defined terms and conditions to raise funds for the University or for technical collaboration;\n(q) to provide for printing, reproduction and publication of research activities;\n(r) to do all other activities whether incidental to the powers aforesaid or not as maybe requisite in order to further the objects of the University.",

"content": "(i) to be the custodian of the records, common seal and such other property of the University as the Executive Council shall commit to his charge and to manage such properties;\n(ii) to sign and verify all appointments, contracts and agreements made on behalf of the University and to act as Secretary of such other Committees as may be prescribed by the Statutes;\n(iii) to conduct the official correspondence of the Court and the Executive Council;\n(iv) to issue all notices convening meetings of all such Committees or Councils or Boards of which he is the Secretary;\n(v) to arrange for and superintend the examination of the University till such time when the University appoints other officers, if any, for this purpose; and\n(vi) to perform such other work as may, from time-to-time, be prescribed by the Executive Council;\n(vii) to represent the University in any Court of Law and to sue any party for any liability to the University and for breach of any contract entered into with the University.",

"content": "(i) to review, from time-to-time, the broad policies and programmes, of the University and suggest measures for the improvements and development of such policies, programmes, works and other affairs;\n(ii) to consider the annual report, the annual accounts, the audit report and the statement of the financial estimates, for the ensuing year, to approve the financial estimates, with such comments, if any, to express its views on the annual report and to suggest such measures as it may deem proper on the matters covered by them;\n(iii) to approve, with or without modifications, the Statutes submitted by the Executive Council:\n(iv) to consider the annual balance sheet prepared at the end of each financial year but not later than six months from the end of such financial year along with the Receipts and Payment Account and Income and Expenditure Account, which all should be in conformity with the existing accounting practices as notified from time-to-time by various oversight committees and the Government of India. These should be held up for review by the Finance Committee before it is placed for scrutiny by the Executive Council and then for approval by the court. Such audit report along with the audited financial statements shall form part of the annual report of the University and shall be placed in public domain for dissemination of information.",

"title": "36. Functions of Students' Advisory Council.",

"content": "(i) to make recommendations to the Executive Council and the Academic Council in the matters affecting the students corporate life of the University in so far as it concerns the students and the co-curricular activities;\n(ii) all rules affecting discipline, welfare, sports, library, management of hostels, students home, extension work, social work, students' health, N.C.C, National Service Scheme, etc., shall be placed before the Students' Advisory Council for its views before any decision is taken by the Executive Council;\n(iii) the Vice-Chancellor or any authority of the University may ask for the views of the Students' Advisory Council on any matter concerning the welfare of students;\n(iv) the Chairman of the Students' Advisory Council shall be the Authority to decide whether a matter does or does not concern the students;\n(v) the Students' Advisory Council shall frame its own rules of business and shall submit the same to the Executive Council for consideration and approval;\n(vi) the end of the bifurcation between Cotton College and Cotton University and the creation of a single entity shall mean that the Cotton University shall have the common logo (Cotton College logo), the common flag (Cotton College flag), the common Foundation Day (May 27), the common holiday list, common Teachers' Association and common Students Union and one Prospectus.",

"content": "(a) every draft of Statute proposed by the Executive Council shall be submitted to the Court for consideration. Such draft shall be considered by the Court at its next meeting.
