"content": "(a) \"Act\" means (i) the Chhattisgarh Municipal Corporation Act, 1956 (No. 23 of 1956); or (ii) the Chhattisgarh Municipalities Act, 1961 (No. 37 of 1961), as the case may be;\n(b) \"Appellate Authority\" means the officer designated by the State Election Commission as Appellate Authority in consultation with the State Government to hear appeals under these rules;\n(c) District Election Officer - \"District Election Officer\" means the Officer appointed by the State Election Commission as District Election Officer (Municipality) in consultation with the State Government for preparation of voters' list and conduct of elections to Municipalities in a district\";\nDistrict Election Officer\n(d) \"Election\" means an election to fill a seat or seats in Municipality;\n(e) \"Election Commission\" means the Chhattisgarh State Election Commission constituted under Article 243k of the Constitution;\n(f) \"Election Proceedings\" means the proceedings commencing from the issue of the notice for elections and ending with the declaration of results of such election;\n(g) \"Form\" means a form appended to these rules;\n(h) \"Marked copy of the voters' list\" means the copy of the voters' list set apart for the purpose of marking the names of voters to whom ballot papers are issued at an election;\n(h-l) 'Mayor' means the Mayor of a Municipal Corporation;\"\n(i) \"Municipality\" means a Municipal Corporation constituted under Section 7 of the Chhattisgarh Municipal Corporation Act, 1956 (No. 23 of 1956) for a larger urban area or a Municipal Council constituted under Section 5 of the Chhattisgarh Municipalities Act, 1961 (No. 37 of 1961) for a smaller urban area or a Nagar Panchayat constituted under Section 5 of the Madhya' Pradesh Municipalities Act, 1961 (No. 37 of 1961) for a transitional area, that is to say, an area in transition from a rural area to an urban area;\n(i-l) 'President' means the President of a Municipal Council or a Nagar Panchayat;\"\n(j) \"Recognised Political Party\" means a political party for the time being recognised by the Election Commission of India as a National Party or as a State Party in Chhattisgarh under the Election Symbols (Reservation and Allotment) Order, 1968;\n(k) \"Registration Officer\" means the Electoral Registration Officer (Municipality) and includes Assistant Electoral Registration Officer (Municipality) appointed by the State Election Commission, in consultation with the State Government;\n(l) \"Returning Officer\" means the Returning Officer (Municipality) appointed by the State Election Commission or when so authorised by the Election Commission, the District Election Officer (Municipality), as a Returning Officer for election to any Municipality and includes an Assistant Returning officer (Municipality);\n(m) \"Voters' List\" means the electoral roll or the list of voters of a ward of a Municipality;\n(n) \"Ward\" means the ward of a Municipality;\n(o) The words and expression used, which have not been defined in these rules, shall carry the meaning as has been assigned to them in the Chhattisgarh Municipal Corporation Act, 1956 (No. 23 of 1956) or the Chhattisgarh Municipalities Act, 1961 (No. 37 of 1961), as the case may be.\nChapter II\nList of Voters",
