        "content": "(ii) Where during the Course of the Proceeding, a change has taken place in the constitution of Tribunal by reason of any vacancy having been filled or by any reason, it shall not be necessary to commence the proceeding afresh and the proceedings may be continued from the stage, at which the change took place and it shall be lawful for the Tribunal to act on evidence, affidavits and other materials already placed before it, prior to change in constitution as a foresaid.",
