(1) willfully damages or obstructs any Lift Irrigation Work; or
(2) without proper authority interferes with the supply of flow of water in or from any Lift Irrigation Work or in any river or stream referred to in Section 4 or Section 14, so as to make dangerous or render less useful any Lift Irrigation Work.
