            "content": "(a) \"Government\" means \"Information & Public Relation Department, Govt. of Bihar, Patna\".\n(b) \"Principal Secretary/Secretary\" means \"Principal Secretary/Secretary, Information & Public Relations Department\".\n(c) \"Director\" means, Director, Information & Public Relations Department.\"\n(d) \"Media person (Journalist)\" means; (i) The person (i.e. journalist photographer/editor/news editor/deputy editor/cartoonist), working in any daily/weekly/fortnightly magazine/news agency/electronic media/ news portal/ news channel etc, (ii) Who is a resident of Bihar and resides in Bihar and is retired from any regular or independent (freelance) employment of from any magazine or media channel of Bihar and who is not an Income tax payee. 3. Eligibility for Journalist Pension Scheme. - These rules will be applicable to all those media person, who are residents of Bihar and reside in Bihar, and (i) Retired from any magazine or media channel after working as a regular journalist on salary/ remuneration/ honorarium for at least 20 years and is not a pension holder and is registered under the I&PRD for this scheme. (ii) Retired after working at least 20 years as an independent (freelance) journalist in any magazine or media channel and registered in the Information & Public Relations Department for this scheme. (iii) Must have attained an age of 60 years. (iv) He/ She should not be getting any pension from the State Government. (v) He/ She must not be an Income tax payee. (vi) Must not be convicted under criminal case or any other cases. 4. Amount of Bihar Journalist Pension Scheme. - (a) The amount of Bihar Journalist Pension Scheme will be Rs.5000/ (five thousand) per month.\n(i) The person (i.e. journalist photographer/editor/news editor/deputy editor/cartoonist), working in any daily/weekly/fortnightly magazine/news agency/electronic media/ news portal/ news channel etc, (ii) Who is a resident of Bihar and resides in Bihar and is retired from any regular or independent (freelance) employment of from any magazine or media channel of Bihar and who is not an Income tax payee. 3.             "title": "8. Other Condition of Bihar Journalist Pension Scheme.",

            "content": "(a) Eligible journalists will have to open a saving account with any bank, so that the amount of Bihar Journalist Pension Scheme may be deposited in it.\n(b) For sanctioning of Bihar Journalist Pension Scheme, the concerned media person will have to submit the duly filled application form, attaching along with following documents with the application to the Director, Information & Public Relation Department:-\n(i) Affidavit, related to work experience;\n(ii) Recommendation of the editor/organizer/manager of the concerned organization, where the journalist/photographer has worked;\n(iii) T.D.S issued by agency/organization for the verification of salary/honorarium/remuneration;\n(iv) Proof of not being an income tax payee (attach affidavit);\n(v) Any document provided by the organization to the journalist regarding remuneration;\n(c) A high level Screening Committee under the Chairmanship of Principal Secretary/Secretary, Information & Public Relations Department for the sanctioning of Bihar Journalist Pension Scheme will be constituted as follows-\nScreening Committee\nScreening Committee\nName/Designation\nName/Designation\n-Chairman/Vice-Chairman /Member Secretary/Member.\n-Chairman/Vice-Chairman /Member Secretary/Member.\n(i) Principal Secretary/ Secretary, IPRD\n-\nChairman\n(ii) Director, IPRD\nVice Chairman\n(iii) Principal Secretary/Secretary, Finance\n\t\t\t\tDepartment or one officer nominated by them\n-\nMember\n(iv) Principal Secretary/Secretary Labour\n\t\t\t\tResources Department or one officer nominated by them\n-\nMember\n(v) Six representations of Hindi/ English/ Urdu\n\t\t\t\tdaily news paper and electronic channel (Hindi-2, English-1,\n\t\t\t\tUrdu-1 and 2 representatives of electronic channel)\n-\nMember.\n(vi) Officer In- Charge (Press), I P R D\n-\nMember Secretary\n(d) After due scrutiny of the received applications the Screening Committee will give their recommendation. The recommendation of the Screening Committee will not be mandatory for the Department.\n(e) Representatives of the print or electronic media will be included in the said Screening Committee. Tenure of nominated members will be one year. Thereafter, members will be nominated by a normal procedure. A member of the screening committee may be nominated for once only.\n(f) The meeting of the Screening Committee shall be convened by the Member Secretary after the approval of the Chairman. With the prior permission of the Chairman, the Vice Chairman may also convene and preside the meeting. The meeting of the Screening Committee shall be convened as required.\n(g) The Government reserves the right to cancel the eligibility of a journalist under the Journalist Pension Scheme even after granting it.
