        "content": "(1) 'Authority' means the Central Electricity Authority (CEA) constituted under section 70 of the Electricity Act, 2003\n(2) 'Commission' means the Bihar Electricity Regulatory Commission.\n(3) 'Dependents' means persons who are entitled to succeed to the estate of the deceased as per the personal law by which the deceased was governed;\n(4) 'Grievous hurt' means grievous hurt as defined in Section 320 of the Indian Penal Code, Central Act XLV of 1860;\n(5) 'Hurt' means hurt as defined in Section 319 of the Indian Penal Code, Central Act XLV of 1860;\n(6) 'Licensee' means a person who has been granted a licence under Section 14 of the Electricity Act 2003, including a deemed licensee under the said provision;\nCHAPTER-II\nStandards of Performance",
