(a) has passed the test prescribed under Rule 6;
(b) is not disqualified under Rule 4 for the grant of a licence;
(c) is of good moral character; or
(d) is otherwise fit to be given a licence; may grant a document writer licence in Form "C" or apprentice licence in Form "D" as the case may be.
