Any officer or authority holding an enquiry or hearing an appeal under this Act shall have the powers of a Civil Court under the Code of Civil Procedure, 1908, in respect of-\n(a) enforcing attendance of any person and his examination on oath,\n(b) compelling production of documents, and\n(c) issue of commission.",
