(a) to lay down principles for allocation of grants for carrying out the purposes of this Act, to the local authorities ;
(b) to lay down procedure and conditions and to hold such tests as may be necessary for recruitment of teachers of elementary schools on such terms and conditions of service as may be prescribed ;
(c) to lay down conditions for recognition, expansion and amalgamation of elementary schools, and opening of elementary schools ; and
(d) to do any other act which the State Board considers necessary for carrying out the purposes of this Act fully and effectively.
