            "title": "2. Definitions.",

            "content": "(i) \"Basic consumption\" means the actual average quarterly consumption of electrical energy by a consumer in the year 1976 or such other rate of consumption of electrical energy as may be prescribed by the Government;\n(ii) \"Consumer\" means any person who is supplied electrical energy by the Assam State Electricity Board ;\n(iii) \"Government\" means the Government of the State of Assam ;\n(iv) \"Board\" means the Assam State Electricity Board constituted by the Government of Assam under Section 5 of the Electricity (Supply Act, 1948);\n(v) \"Peak Load Period Restriction\" means the restriction on consumption of electrical energy by a consumer during the daily peak load hours as may be prescribed for any area within the State of Assam from time to time;\n(vi) \"Prescribed\" means prescribed by any order or direction given by the Government under this Order ;\n(vii) \"Schedule\" means a Schedule appended to this Order with such additions, alterations, amendments, deletions, modifications and/or substitutions as may be prescribed from time to time ;\n(viii) \"Electro-mechanical Device\" means any meter, device, instrument, contraption or machine approved by the Board and which can regulate or record the consumption of electrical energy by any consumer.\n3.\n4.\n5.\n(1) pay to the Board such penalties on staff as may be prescribed under Clause 22 and other enabling provisions of the general conditions of supply and Schedule of Tariff of the Board in force at the time of such contravention;\n(2) disconnection of his supply of electricity subject to such general or special orders as may be issued by the Government;\n(3) action under Section 42 of the Indian Electricity Act, 1910 ;\n(4) action under any other relevant law or order in force at the time of the contravention.\n6.\n7.\n8.\n9.\n10.\n11.\n12.\nSchedule A\nCategory of Consumers\nNature of restrictions that may be imposed\nI.\nI.\nEssential Consumers\nNo restrictions under normal conditions subject to\n\t\t\t\t\tavailability of adequate electrical energy. Consumers should\n\t\t\t\t\teconomise and limit the use of energy during peak hours.\nII.\nII.\nIndustrial Consumers-\n(a) Food processing industries\nPeak-load period restrictions.\n(b) Seasonal industries\nPeak-load period restrictions.\n(c) Continuous process industries\nActual quarterly consumption shall not exceed 90% of basic\n\t\t\t\t\tconsumption.\n(d) Small-scale industries\n(a) Peak-load period restrictions.\n(b) Actual quarterly consumption shall not exceed 90% of\n\t\t\t\t\tbasic consumption.\n(e) Others\n(a) Peak-load restrictions.\n(b) Actual quarterly consumption shall not exceed 75% of\n\t\t\t\t\tbasic consumption.\nIII.\nIII.\nInter State Supply\nActual quarterly consumption shall not exceed basic\n\t\t\t\t\tconsumption.\nIV.\nIV.\nCommercial consumers\nActual quarterly consumption shall not exceed 90 per cent of\n\t\t\t\t\tbasic consumption.\nV.\nV.\nNon-essential consumers\nPeak-load period restrictions.\nVI.\nVI.\nOthers\nNo restrictions.\nSchedule B\n(i) Rice mills, (ii) Flour and Atta mills, (iii) Oil mills, (iv) Dal mills, (v) Sugar mills.\n(b) Continuous process industries -\nList of such consumers will be prepared by A.S.E.B. on the basis of relevant facts and records as notified by Government.\n(c) Seasonal industries -\n(i) Ice manufacturing units, (ii) Tea manufacturing units, etc.\n(d) Small Scale Industries -\nUnits with a connected load of 25 KW or below.\n(e) Other Industries - :\nNot included in (a) to (d) above.",
