(a) the packets of counterfoils of used ballot papers ;
(b) the packets of unused ballot papers ;
(c) the packets of used ballot papers ; and
(d) the packets of marked copies of the electoral roll shall not be opened and their contents shall not be inspected by, or produced before, any person or authority except under the orders of the Election Tribunal of that District under Section 78 of the Act.
