(a) in any street, and
(b) with the consent of every owner or occupier of any land not forming part of a street, in, over or on that land, and may, either on his own or through any other agency, from time to time, inspect, repair, alter, or renew or may, at any time, remove any such main, or service pipes, so laid, whether under this section or under any other provision of this Act :
