"content": "(a) prepare a district development plan within two years from the\ndate of constitution of the District Planning Committee for the\ndistrict taking into account the State perspective plan, if any,\nand various plans of urban and rural areas and shall indicate\nlong term, policies, strategies and priorities for socio-economic\ndevelopment pertaining to :\n(i) rural development including physical and natural resource\nutilization, poverty alleviation, employment generation in both\nthe formal and informal sectors and integrated economic\nand social infrastructure development ;\n(ii) conservation of environment, forests, ecologically sensitive\nareas and heritage zones ;\n(iii) development of trade, commerce and industries ;\n(iv) District level transportation system ;\n(v) integrated infrastructure development covering water, energy,\nsanitation, education, health, recreation, communication and\nother utilities, facilities and service ;\n(vi) housing and shelter development ;\n(vii) population assignment and settlement pattern including rural\nservice centers and small, medium and large urban centers\nwith their functional specialization ;\n(viii) generalised land use pattern ;\n(ix) development of special areas, if any, such as economically\nbackward areas ;\n(x) mobilize the extent and type of available resources whether\nfinancial or otherwise ;\n(xi) phasing of district perspective plan in periods of five years\npreferably co-terminus with the State Five Year Plan ; and\n(xii) any other particulars and details as may be considered\nnecessary by the District Planning Committee or as may\nbe directed by the Government.",
