            "title": "2. Definitions.",

            "content": "(a) \"Appointing Authority\" means the Governor of Arunachal Pradesh or such other authority as may be notified by the Governor.\n(b) \"Commission\" means the Arunachal Pradesh Public Service Commission.\n(c) \"Committee\" means the Departmental Promotion Committee as specified under Rule 12 of these rules.\n(d) \"Government\" means the Government of Arunachal Pradesh.\n(e) \"Governor\" means the Governor of Arunachal Pradesh.\n(f) \"Member of the Service\" means a person appointed under these rules to any post in the service.\n(g) \"Service\" means the Arunachal Pradesh agricultural and Horticultural Service constituted under these rules.\n(h) \"Schedule\" means the Schedule appended to these rules, and\n(i) \"year\" means a calendar year.",

            "content": "(ii) At the Government of these rules, the service shall consist of the following categories of posts, viz.-\n(a)\nSelection Group :\n(i)\nDirectors\n(b)\nGroup 'A'\n(ii)\nJt. Directors\n(iii)\nDy. Directors/Agronomists/ Horticulturists.\n(iv)\nDist. Agricultural Officers/ District Horticultural Officers/\n\t\t\t\tProject Officers (MCP)/ District Training Officer/ Farm Manager\n\t\t\t\t(Sonajuli)/ District Horticulturists/Seed Testing Officer/\n\t\t\t\tVegetable, Seed Production Officer/ Principal GTC.\n(c)\nGroup 'B'\n(i)\nSub Divisional Agricultural Officer\n(ii)\nPeripatetic Training Officer\n(iii)\nInstructor GTC, Pasighat\n(iv)\nPlant Protection Officer\n(v)\nSubject Matter Specialist\n(vi)\nEntomologist\n(vii)\nEntomologist and Nematologist\n(viii)\nPlant Pathologist\n(ix)\nResearch Officer\n(x)\nSenior Technical Assistant\n(xi)\nJunior Micologist\n(xii)\nAssistant Soil Chemist\n(xiii)\nSpices Development Officer\n(xiv)\nJunior Seed Analyst\n(xv)\nSub-Divisional Agricultural Officer (Vegetable).\n(xvi)\nExtension Officer Agriculture.\n(xvii)\nExtension Officer Horticulture.\n(xviii)\nExtension Officer Plant Protection.\n(iii) Each of the above categories of posts mentioned in Sub-rule (2) shall form an independent cadre. Members of any category shall have no right to claim for appointment to the higher category except in accordance with the provisions or these rules.",

            "title": "11. Appointment to the post of Extension Officer.",

            "content": "(ii) The competitive examination shall be held on such intervals as the Governor may, in consultation with the Commission, from time to time determine, and to deal and place for such examination shall be fixed by the Commission.\n(iii) The written examination shall be conducted by the Commission in accordance with such rules and syllabus as may be prescribed by the Governor in consultation with the Commission.\n(iv) In the vacancy to be filled upon the result of competitive examination, there shall be reservation in favour of scheduled Castes and Scheduled Tribes to the extent and subject to the conditions as the Government may, from time to time prescribe.\n(v) The Commission shall prepare a list of candidates who qualify in the competitive examination, by such standard as may be prescribed or as may be decided by the Commission, in order of merit.\n(vi) Inclusion of a candidate's name in the merit list shall confer no right to the appointment unless the Appointing Authority is satisfied, after such enquiry as may be considered necessary, that the candidate is suitable in all respects for appointment to the service.",

            "title": "13. Considering and recommendation by the Commission for appointment by promotion.",

            "content": "(ii) After consideration of the merit and seniority of candidates within the promotion zone, the Commission shall make its recommendation in respect of such persons considered fit for promotion and place their names in order of preference in a panel of the respective merit list. The merit list or panel shall be forwarded by the Commission to the Appointing Authority.",

            "title": "15. Eligibility for appearing at the competitive examination.",

            "content": "(a) he must be a citizen, of India.\n(b) he must have attained the age of 21 years and must not have exceeded the age of 28 years on the first day of the year in which the advertisement for the post is notified, provided that nothing in these rules shall affect reservation and other concessions required to be provided for Scheduled Castes and Scheduled Tribes and other categories of persons in accordance with the orders issued by the Government from time to time in this regard.\n(c) he must hold a Bachelors Degree in Agricultural/Horticultural Science from any University recognised in India.\n(d) he must pay the fees prescribed by the Commission.\n(ii) The decision of the commission as to the eligibility or otherwise of candidate for admission to the examination shall be final and no candidate to whom a certificate of admission has not been issued by the Commission shall be limited to the examination.",

            "title": "16. Appointment to the Service.",

            "content": "(ii) A person shall join within thirty days from the date of receipt of the order of Appointment, failing which, and unless the Governor extends the period which shall not in all exceed three months, the appointment shall stand cancelled.\n(iii) For appointment to the service, a person shall also satisfy the following conditions, namely he-\n(a) should be of good character;\n(b) should be of sound health and free from any bodily defect of infirmity which may render him unfit in discharging efficiently his duties in the service;\n(c) should not have been convicted for any offence involving moral turpitude; and\n(d) should not have more than one spouse living unless exempted by Government on special grounds.\n(iv) No person who attempts to enlist support for his candidature either directly or indirectly by any recommendation whether written or oral, shall be appointed to the service.\nSeniority.",

            "title": "17. Probation and confirmation.",

            "content": "(ii) Unless the Appointing Authority otherwise decides and subject to availability of the permanent posts, a probationer shall by order of the Authority be confirmed in the service on satisfactory completion of the period of probation and on passing such departmental exams/tests as may be or as and when prescribed by the Governor of Appointing Authority.\n(iii) A probationer shall be liable to be discharged from the service, or as the case may be reverted to his substantive post, if any, if his performance is found not satisfactory or if he fails in the prescribed departmental exam/test or if he is otherwise considered unsuitable during or at the end of period of probation, or if on any information received relating to his nationality, age, health, character and antecedents, the Appointing Authority is satisfied that the probationer is ineligible or otherwise unfit for being a member of the service.\n(iv) A person who immediately before the commencement of these rules is holding any post in the schedule and has been confirmed in any of the posts therein shall be deemed to have been confirmed in the service in that post under these rules.",
