        "content": "Schemes to be included under the Scheduled Castes Sub-Plans and Tribal Sub-Plans: \r\nThe Sub-Plans of the departments shall include only such\r\nschemes that secure direct and quantifiable benefits to the Scheduled Caste\r\nScheduled Tribe individuals or Scheduled Caste/Scheduled Tribe\r\nhouseholds or Scheduled Caste/Scheduled Tribe habitations or Tribal\r\nareas and that have the potential to bridge the gaps in development following\r\nthe norms laid down in this Act and the rules made thereunder:\r\nProvided that the schemes should be consistent with the Annual and Five\r\nYear Plans and priorities of the State of Andhra Pradesh as may be\r\ncommunicated by the Planning department.\r\n",
