(a) The licencee has not been conducting the business honestly or in a fair manner.
(b) The licencee has refused to surrender or produce his licence or registers and other records required to be maintained under the Act and these rules to the competent authority or any person authorized by it.
(c) If any genuine complaints are received from the consumer.
(d) If he sells poor quality plants viz. disease / infested plants, selling the plants over and above the price fixed by the Horticulture Department, etc
(e) If the plant material sold is found to be not of assured (true ) variety.
