Notices to fix reasonable time -\nEvery public notice given under the Act or rules or regulations made there under shall be in writing and shall be widely made known in the locality to be affected thereby affixing copies thereof in conspicuous public places with in the said locality and by advertisement in one or more local newspapers.",
