            "content": "[(1a) \"Andhra area\" shall mean the territories of the State of Andhra Pradesh, which immediately before the 1st November, 1956, were comprised in the State of Andhra;]\n[1b) \"Act of the State of Andhra Pradesh\" shall mean:\n(i) an Act made by the Governor of Fort St. George in Council under the Indian Councils Acts, 1861 to 1909 or any of those Acts or the Government of India Act,19 15, or by the Local Legislature or the Governor of the Presidency of Madras under the Government of India Act, or by the Provincial Legislature of Madras under the Government of India Act, 1935, or by the Legislature of the State of Madras under the Constitution immediately before the 1st October, 1953;\n(ii) an Act made by the Legislature of the State of Andhra;\n(iii) an Act made by the Legislature of the State of Andhra Pradesh;\n(iv) a Central Act of local application in force immediately before the 1st November, 1956 in the Andhra area;\n(v) a Regulation of the Madras Code in force immediately before the 1st November, 1956 in the Andhra area]\n(i) the whole of the State of Andhra Pradesh in the case of an Act which extends to the whole of the said State; and\n(ii) the Andhra area in the case of an Act which extends only to that area;]\nChapter II\nGeneral Provisions Applicable to Future Acts",

            "title": "7. Provisions regulating the making of rules after previous publication:.",

            "content": "(a) Publication of draft rules:. - The authority having the power to make the rules shall, before making them, publish a draft of the proposed rules;\nPublication of draft rules:.\n(b) Manner of publication:. - The publication shall be made in such manner as that authority deems to be sufficient, or, if the condition with respect to previous publication so requires, in such manner as the [Central Government or, as the case may be, the [State] Government] prescribes;\nManner of publication:.\n(c) Notice to accompany draft rules:. - There shall be published with the draft a notice specifying a date at or after which the draft will be taken into consideration;\nNotice to accompany draft rules:.\n(d) Consideration of suggestion in regard to draft rules:. - The authority having power to make the rules, and, where the rules are to be made with the sanction, approval or concurrence of another authority, that authority also, shall consider any objection or suggestion which may be received by the authority having power to make the rules from any person with respect to the draft, before the date so specified:\nConsideration of suggestion in regard to draft rules:.\n(e) Publication to be proof of due making of rules:. - The publication in the [Official Gazette] of a rule purporting to have been made in exercise of a power to make rule after previous publication, shall be conclusive proof that the rule has been duly made.\nPublication to be proof of due making of rules:.",

            "title": "8. Effect of repealing an Act:.",

            "content": "(a) affect anything done or any offence committed, or any fine or penalty incurred or any proceedings begun before the commencement of the repealing Act; or\n(b) revive anything not in force or existing at the time at which the repeal takes effect; or\n(c) affect the previous operation of any enactment so repealed or anything duly done or suffered under any enactment so repealed; or\n(d) affect any right, privilege, obligation or liability acquired, accrued or incurred under any enactment so repealed; or\n(e) affect any fine, penalty, forfeiture or punishment incurred in respect of any offence committed against any enactment so repealed; or\n(f) affect any investigation, legal proceeding or remedy in respect of any such right, privilege, obligation, liability, fine, penalty, forfeiture or punishment as aforesaid; and any such investigation, legal proceeding or remedy may be instituted, continued or enforced, and any such fine, penalty, forfeiture or punishment may be imposed as if the repealing Act had not been passed.\n[8A.             "title": "9. Revival of repealed enactments:.",

            "content": "(a) for the purpose of reviving, either wholly or partially,an Act or Regulation,wholly or partially repealed, it shall be necessary expressly to state such purpose;\n(b) Commencement of term:. - For the purpose of excluding the first in a series of days or any other period of time, it shall be sufficient to use the word \"from\";\nCommencement of term:.\n(c) Termination of term:. - For the purpose of including the last in a series of days or any other period of time, it shall be sufficient to use the word \"to\";\nTermination of term:.\n(d) Application to subordinates of law relating to official superiors:. - For the purpose of expressing that a law relative to the chief or superior of an office shall apply to the deputies or subordinates lawfully executing the duties of such office in the place of their superior, it shall be sufficient to prescribe the duty of the superior;\nApplication to subordinates of law relating to official superiors:.\n(e) Application of law to successors of functionaries and corporations:. - For the purpose of indicating, the relation of a law to the successors of any functionaries, or of corporations having perpetual succession, it shall be sufficient to express its relation to the functionaries or corporations; and\nApplication of law to successors of functionaries and corporations:.\n(f) Application of a Law to persons for time being filling an office:. - For the purpose of indicating the application of a law to every person or number of persons for the time being executing the functions of an office, it shall be sufficient to mention the official title of the officer at present executing such functions, or that of the officer by whom the functions are commonly executed.\nApplication of a Law to persons for time being filling an office:.",
