        "content": "(a) prohibit any one from bidding at any stage of the auction;\n(b) reject the highest or any bid;\n(c) accept highest or any bid;\n(d) with draw any of the units from sale;\n(e) sell the units separately or join together more than one unit or sell them after so rearranging as he may consider necessary;\n(f) announce any new condition or conditions at the commencement of auction;\n(g) fix a minimum amount at which the bids may start;\n(h) fix the method of bidding in open auction namely whether the bids be per hector or lumsum for the units; (i.e., where the forest produce is sold as is available within a measured area); and\n(i) fix a minimum amount of each advance over the previous bid or alter the amount so fixed from time to time during the course of bidding in the open auction.",
