        "content": "(ii) In order to give fullest effect to these Rules, it shall be open to Excise Commissioner to issue such direction/order after obtaining approval of member, Board of Revenue, as he may deem fit and proper, provided no such direction/ order shall be issued in contravention of these Rule.",
