            "content": "Whereas it is expedient to establish a State Higher Education Council for the\nState of Assam as a collective of the Government, Universities, Academies,\nExperts and People's Representatives in order to derive a synergic relationship\namong them by occupying an operational space in between the Government and\nUniversities and between Universities and apex level regulatory bodies in the State\nof Assam.\nIt is hereby enacted in the Sixty-eight Year of the Republic of India as follows:-",

            "content": "Every rule made under this Act shall be laid as soon as may be after it\r\nis made, before the Assam Legislative Assembly while it is in session\r\nfor a total period of fourteen days, which may be comprised in one\r\nsession or in two successive sessions, and if, before the expiry of the\r\nsession in which it is so laid or the session immediately followings, the\r\nAssam Legislative Assembly agrees in making any modification in the\r\nrule or the Assam Legislative Assembly agrees that the rule should not\r\nbe made, the rule shall thereafter have effect only in such modified\r\nform or be of no effect, as the case may be; so however, that any such\r\nmodification or annulment shall be without prejudice to the validity of\r\nanything previously done or omitted to be done under that rule.",
