When any order of a kind referred to in section 182 or section 185 is subject to appeal and an appeal with has being instituted against it all proceedings to enforce such order & all prosecutions for any contravention thereof or non-compliance there with shall be suspended pending the decision of the appeal and if such order is set aside on appeal, disobedience thereto shall not be deemed to be an offence.",
